Republicans say they can sell the Ukraine deal to voters as a business arrangement or a moral obligation—or both.

The United States and Ukraine have signed an “economic partnership agreement” that will give Washington access to Kyiv’s mineral resources in exchange for establishing an investment fund in Ukraine.

The text of the agreement, made public by Ukraine’s government, made no mention of the security guarantees that Kyiv had long sought.
